One hearing will focus on the proposed rezoning of a 10.84-acre tract of property generally located at the corner of Spence and Fisher Streets from heavy commercial to single family attached.

Another hearing will be for the proposed rezoning of city-owned former Luminant/Thermo mine property, located between State Highway 11 east and FM 1870, which was previously annexed into the city. The 4,857-acre property, identified in Ordinance 2763, is proposed to be zoned as heavy industrial.
In related activity, Community Development Director Tory Niewiadomski presented on first reading aththe Sulphur Springs City Council meeting a proposed ordinance which established the 4,857-acre coal mine property as a commercial-industrial reinvestment zone. Establishing a reinvestment district would allow the city to issue time-limited tax abatements on properties within the district if substantial enhancements or upgrades are made to the property in the area that help promote economic development in the city. This would serve as placeholder help initiate investment potential. Approving the reinvestment zone would not, however, guarantee issuance of a tax abatement; it would simply give the city the ability to grant one if desired in the future, city officials noted at the Sept. 1 meeting.
The third public hearing scheduled during the Sept. 21 P&Z Commission meeting is for a request for a special use permit to allow a 150-foot self-supported wireless communications tower to be constructed at 1212 West Industrial Drive (683 Gossett Lane).
The P&Z Commission meeting will be conducted virtually. Information on how the public can participate in the public hearings will be announced during the meeting, which is slated to begin at 6 p.m. Monday.
A high speed chase ended with a crash early Tuesday morning. The vehicle involved was reported to have been stolen from Bonham Monday evening, according to sheriff’s and arrest reports.
Hopkins County Sheriff’s Deputy Aaron Chaney at 2:48 a.m. Tuesday Sept. 22 reported radar showed a Chevrolet Tahoe traveling south on State Highway 19 north of Sulphur Springs at 75 miles per hour in the 65 mph speed zone. The northbound patrol deputy turned around to try to catch up to and stop the white sport utility vehicle.
Chaney alleged the driver, instead of pulling over or slowing down when he activated the emergency lights on his patrol vehicle, the driver accelerated. When the SUV continued, Chaney advised via radio that he was in pursuit of the vehicle. The vehicle allegedly reached speed of more than 120 mph on wet roads during the pursuit, which continued into Sulphur Springs city limits with the deputy keeping the SUV in sight but a distance behind it.
The SUV reportedly turned off SH 19 onto Loop 301 onto Hillcrest Drive, where it allegedly continued at a speed of more than 100 mph. The deputy reported closing the distance between his patrol vehicle and the fleeing SUV as the pursuit crossed State Highway 11 west and continued south on Hillcrest Drive.
As the pursuit neared the Hillcrest Drive-Main Street (US Highway 67) intersection, Chaney observed Sulphur Springs Police units waiting to try to intercept the SUV. The SUV then allegedly turned west onto Main Street and continued traveling at a speed of more than 100 mph as the pursuit approached Interstate 30, Chaney alleged.
As the SUV traveled south on US Highway 67 over the Interstate 30 overpass, the driver reportedly failed to navigate the sharp corner and crashed into a tree line south of the south service road connector, Chaney noted in arrest reports. The 24-year-old man allegedly got out of the wrecked Tahoe, where he complied with officers commands.
During an interview, Fred Castlow Jr. allegedly admitted to stealing the SUV the evening before from Bonham. A record check also showed the 24-year-old to be wanted in Bonham for criminal mischief, family violence assault with a previous conviction, cruelty to animals and bond revocation on the assault charge, Chaney noted in arrest reports.
Dispatchers contacted Bonham Police regarding the allegedly stolen SUV and notified EMS to respond to check out Castlow. The man reportedly refused treatment for any possible injuries. Chaney arrested Castlow at 2:53 a.m. Sept. 22, 2020, for evading arrest or detention in a motor vehicle, and transported the man to jail on that charge as well as the Bonham warrants.
Upon arrival at the county jail, dispatchers advised Bonham Police contacted the vehicle owner who confirmed the vehicle had been stolen. Consequently, the Castlow was also booked into Hopkins County jail at 5:22 a.m. Sept. 22 on an unauthorized use of a vehicle charge, according to arrest reports.
A 42-year-old Commerce woman was jailed on an aggravated assault warrant Friday afternoon.

Sulphur Springs Police Officer Sean Hoffman was made aware of the outstanding warrant for Tabatha Nicole Winston’s arrest. Hoffman went to Winston’s place of work on Airport Road and took the woman into custody just before 4 p.m. Sept. 25 on the Hunt County charge.
Winson remained in Hopkins County jail Saturday morning, Sept. 25, on the aggravated assault with a deadly weapon warrant. Bond on the Hunt County charge was set at $25,000, according to jail reports.

Three people were jailed on controlled substance charges Monday, Sept. 28, and 3 others on controlled substance or related charges from Sept. 25-28, according to arrest reports.
The deputies reported stopping 48-year-old Carrie Elizabeth Vaughan at 7:38 p.m. on Houston Street at South Davis Street for failing to signal 100 feet prior to a turn. She agreed to an officer search the Pontiac Solstice.
When asked to step out of the car to wait, she attempted to take a purse with her; she was asked to leave it in the car, according to arrest reports. The passenger in the car, 24-year-old Rebekah Liann Feagan, also was asked to exit the vehicle.
Officers allegedly found a glass pipe with suspected methamphetamine inside of a make-up bag on the passenger floorboard and a small bag with a crystal-like substance the deputy believed to be methamphetamine in the black purse left on the driver’s seat. Both women reportedly claimed the make-up bag. Vaughan claimed the purse but denied ownership of the substance, deputies alleged in arrest reports.
Deputies reported Feagan began making furtive movements and digging in her waistband while they finished their search of the vehicle. A scan of the area in which the woman had been detained allegedly revealed under the bumper a bag containing a scale, 3 syringes and cigarette case containing a bag with a crystal-like substance the sheriff’s office believed to be methamphetamine and other drug paraphernalia.
The crystal-like substance found in the purse field-tested positive for methamphetamine and weighed 1.221 grams, including packaging. Consequently, Vaughan was arrested for possession of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance charge, according to arrest reports.

While Feagan was being booked into the county jail, corrections officers reported finding additional drug paraphernalia and a brown substance suspected to be heroin in a black face mask Fegan had on her. The crystal-like substance field-tested positive for meth while the brown substance field-tested positive for heroin; both weighed 0.984 grams, including packaging, deputies alleged in arrest reports.
Consequently, Feagan was booked on two possession of less than 1 gram of a Penalty Group 1 controlled substance, one each for the suspect meth and heroin, as well as for tampering with or fabricating physical evidence, according to arrest reports.
Vaughan, who is also known by Elizabeth Saffel, Kerry Saffel and Carrie Vaughn, remained in Hopkins County jail Tuesday morning. Bond on the controlled substance charge was set at $10,000, according to jail reports.
Feagan also later had a city failure to maintain financial responsibility warrant added to her list of charges. She remained in the county jail Tuesday morning in lieu of $10,000 on the tampering with evidence charge, $5,000 each on the two controlled substance charges, according to jail reports.
A records check showed the driver, 45-year-old Christopher Lee Whitaker of Sulphur Springs, to have an outstanding warrant for his arrest. Whitaker was taken into custody and jailed for bond forfeiture on a manufacture or delivery of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance.
Whitaker was originally arrested on June 27, 2019 on a manufacture or delivery warrant. He was a passenger in a vehicle stopped on State Highway 19 north. A records check revealed the warrant; he remained in Hopkins County jail until Aug. 10, 2019 on that charge, sheriff’s deputies noted in the 2019 arrest reports.
The 45-year-old Sulphur Springs man remained in Hopkins County jail Tuesday morning, Sept. 45, for bond forfeiture on the charge. Whitaker’s new bond was set at $60,000, which is twice his original bond, according to jail reports.
SH 154 South Vehicle Check
Hopkins County Sheriff’s Office Deputy Jason Lavender stopped to check on what appeared to him to be a running vehicle parked on the shoulder of State Highway 154 south near County Road 1174 just before 9 a.m. Sept. 25. However, upon approach, Lavender reported seeing a white male who appeared to be asleep in the driver’s seat.

When awakened, Lavender said he asked Russell James Whited to step out of the pickup without reaching for anything to speak to the deputy. The 48-year-old Quitman man allegedly grabbed at something on his right side multiple times. As Whited stepped out, Lavender reported seeing a glass pipe of the type used to smoke methamphetamine on the driver’s seat.
Lavender then located a zipper pouch containing a white, crystal-like substance which field-tested positive for meth and weighed 1.22 grams, including packing, on the floor behind the console during a probable cause search of the vehicle, the deputy alleged in arrest reports.
Consequently, Whited was charged with possession of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance. He was released from Hopkins County jail on Sept. 27, 2020. Bond was set at $10,000, according to jail reports.
The arrest marked the second time in just over a month Whited has spent time in Hopkins County jail on a controlled substance charge. He was arrested Aug. 20, 2020 for possession of less than 1 gram of a controlled substance after being stopped for nearly striking a sheriff’s patrol vehicle on FM 1567. He was found to be in possession of a substance that field-tested positive for meth on Aug. 20 as well, according to sheriff’s reports. He was released from Hopkins County jail Aug. 21, on a $5,000 bond on that charge, according to jail reports.
The sheriff’s officer took Leanna Kay Lane Stroup into custody at 10:30 a.m. Sept. 25 and transported her to jail, where she was booked on the warrant for violation of probation, which she was on for a possession of controlled substance charge.
Stroup remained in Hopkins County jail Tuesday, Sept. 29, on the charge. Sept. 25 marked the second time in 2020 that she’s spent time in the county jail. She was also arrested Jan. 11 for criminal trespass, a warrant for criminal trespass and a warrant for theft of property by check. She was released from jail Feb. 5 on $1,000 bond per charge for those offense, according to jail reports.
Carter Street Warrant Arrest
Sulphur Springs Police Officers received a tip that a wanted Sulphur Springs man could be located at a Carter Street residence. Police located Jackson Blaze Gilreath and took him into custody at 7:37 p.m. Sept. 26 on four warrants, SSPD Officer Silas Whaley noted in arrest reports.

Gilreath, 24, was booked into Hopkins County jail, for surety off bond on a tampering with or fabricating physical evidence charge, a manufacture or delivery of less than 28 grams of a Penalty Group 3/4 controlled substance charge, manufacture or delivery of less than 1 gram of a Penalty Group 1 controlled substance and possession of less than 1 gram of a Penalty Group 1 controlled substance.
The possession of less than 1 gram of a Penalty Group 1 controlled substance charge and tampering with or fabricating physical evidence charge were alleged to have occurred and resulted in his arrest on July 8. He also was jailed in July 2020 on the two manufacture or delivery charges. He remained in the county jail until Aug. 5, according to jail reports.
Gilreath remained in Hopkins County jail Sept. 29 on the surety off bond charges. He will need to secure $60,000 in bonds in order to be released from the county jail, according to jail reports.

Wanted Woman, Boyfriend Both Arrested

SCU investigators, along with patrol officers, went to a residence in search of a wanted woman around 9 a.m. Sept. 30, 2020.
Upon arrival, 39-year-old Jonathan G. Boughton answered the door, but claimed the wanted person, 30-year-old Lauren Leigh-Ann Duckworth, was not at home. He did, however, allow officers inside the residence to look for her. Officers found Duckworth hiding in a bedroom closet.
Duckworth was arrested on three warrants for violation of probation, which she was on for a burglary of building charge and two possession of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance charges. She remained in Hopkins County jail Wednesday morning on all three charges.
Boughton was arrested for hindering apprehension of a known felon for telling police the girlfriend wasn’t there. He remained in Hopkins County jail on the felony charge Wednesday morning, Sept. 30. Bond on the charge was set at $10,000.
Main Street Traffic Stop

SCU investigators conducted an investigation into the alleged distribution of methamphetamine. During the investigation, the officers developed probable cause for a traffic stop of a vehicle involved.
During the traffic stop of a Saturn Vue at 9:34 p.m. on Main Street at Hillcrest Drive, two occupants of the vehicle allegedly confessed to possessing methamphetamine.
Justin Scott Sewell had a small amount of suspected methamphetamine in his pants pocket and admitted to passing additional meth to his girlfriend, 29-year-old Keyra Leanne Hargett of Sulphur Springs. Hargett admitted to having meth concealed in her pants.
Upon arrival at the jail, approximately 6.78 grams of meth, a glass pipe and small amount of marijuana were allegedly recovered from Hargett’s pants by female jailers. Coupled with the suspected meth retrieved from Sewell, 9.02 grams of suspected meth were seized as evidence from the pair.
Both 27-year-old Sewell of Como and Hargett were charge with possession of 4 grams or more but less than 200 grams of a Penalty Group 1 controlled substance with intent to distribute. Hargett, who is also known as Keyra Leanna Dunham, and Sewell remained in Hopkins County jail Wednesday morning, Sept. 30; bond on the second-degree felony charge was set at $30,000.
Tuesday was the second time this year that Hargett has been jailed on a controlled substance charge. She was also arrested July 28 for possession of less than 1 gram of a Penalty Group 2 controlled substance in a drug-free zone. She was released from custody Aug. 5 on $10,000 bond on that charge, according to jail reports..
Sept. 29 was also the second time that Sewell has been arrested in the last year. He was jailed on Dec. 6, 2019 for violation of probation, which he was on for possession of less than 1 gram of a Penalty Group 1 controlled substance. He remained in Hopkins County jail on that charge until Jan. 9, 2020, according to jail reports.

A 26-year-old Mount Pleasant man was jailed for evading arrest or detention with a vehicle, according to police reports.

Sulphur Springs Police Officer Victor Reyna at 7:07 p.m. Tuesday turned on his emergency lights in an attempt to stop a Dodge Neon for a traffic violation. Instead of stopping, driver Jildardo Antonio Sanroman allegedly drove the car down multiple streets before finally stopping in the 1500 block of Mockingbird Lane.
The 28-year-old Mount Pleasant man was jailed for evading arrest or detention with a vehicle; the car was impounded.
Sanroman remained in Hopkins County jail Wednesday, Sept. 30, 2020. Bond on the felony evading arrest charge was set at $10,000, according to arrest reports.

Billy Jack Orsburn was sentenced to 60 years in custody on a delivery of a controlled substance charge.
A sentencing trial was held Wednesday, Sept. 30, 2020, in the 8th Judicial District Court. Orsburn pled open on one delivery of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance in a drug-free zone. As part of a 12.45 agreement, two other cases he was indicted for were dismissed.

This refers to Section 12.45 of Texas Penal Code which allows a defendant to admit during the sentencing hearing guilt of one or more unadjudicated offenses and request the court to take each into account in determining sentence for the offense or offenses of which he stands adjudged guilty.
“This particular defendant has an extensive criminal history dating back about 30 years including convictions for sexual assault, delivery of meth, forgery, and failure to register as a sex offender,” according to Assistant District Attorney Matt Harris.
Hopkins County jail records show Orsburn, 64, has 39 Hopkins County jail entries. He was first arrested in Hopkins County in the summer of 1990 on two forgery charges and two delivery of simulated controlled substance charges.
Orsburn was arrested on six more forgery charges the next year, as well as attempted indecency with a child. He was arrested in 1992 for violation of probation, violation of probation and use of explosives. In 1994, he was jailed on a forgery of financial instrument charge, investigation of sexual assault, violation of parole and terroristic threat.
In 2003, Hopkins County jail records show, Orsburn was assessed a 7-year sentence for sex offender failure in duty to register.
In 2014, he was arrested on burglary of a building and manufacture or delivery of a controlled substance in a drug-free zone charges, and sentenced to 30 days in a state jail for a theft charge and 4 years in prison for surety off bond on the manufacture or delivery charge.
On Aug. 14, 2019, Orsburn was arrested by Sulphur Springs police for public intoxication. On Dec. 10, 2019, he was arrested for possession of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance in a drug-free zone. He remained in jail on the charge until March 17, 2020; during that time he was indicted on two manufacture or delivery of a 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance in a drug-free zone charges.
Orsburn has remained in Hopkins County jail since his arrest March 25, 2020, after his attempt to hide from police under trash was unsuccessful. He was jailed at that time for not paying a public intoxication fine and his bond was revoked on one possession and two manufacture or delivery of less than 1 gram of a Penalty Group 1 controlled substance charge.
A 38-year-old Pine Bluff, Arkansas man was caught violating a protective order early Thursday morning, police alleged in arrest reports.
Sulphur Springs police stopped a Nissan Altima at 12:03 a.m. Oct. 1 on Interstate 30 east near mile marker 132 for a traffic violation. Upon identifying the passenger, officials learned a protective order had been issued prohibiting the 38-year-old Pine Bluff, Arkansas man from being around the driver and owner of the car.
Consequently, the Arkansas man was taken into custody and jailed on a violation of a protective order charge. He was released from jail Friday, Oct. 2 on a $2,000 bond on the Class A misdemeanor charge, according to jail reports.

Four people were arrested on controlled substance and marijuana charges during the last 2 days, according to arrest and jail rpeorts.
Arrest on SH 11 East in Como
A 40-year-old Alexander, Arkansas man was reported around 9:30 p.m. Oct. 2 by other motorists for driving a white SUV on the wrong side of the highway. Hopkins County Sheriff’s Office Deputies Drew Fisher and Justin Wilkerson attempted to locate the Chevrolet Equinox, motorists reported the SUV was driven into and parked in the parking lot of Joe Bob’s in Como.

When deputies arrived, they observed what appeared to be a man asleep behind the steering wheel in an Equinox. When awakened, Ronnie L. Tucker Jr. reported told the sheriff’s deputy he was headed to see his girl in an unknown Texas city. He allegedly avoided the deputy’s questions and appeared to the deputy to be very nervous.
Tucker agreed to let sheriff’s officers search his vehicle, then admitted to having contraband in his pocket, Fisher alleged in arrest reports. A vial containing a crystal-like substance suspected to be methamphetamine was revealed. Deputies allegedly located a hypodermic syringe loaded with what Tucker admitted was meth and his blood, as well as two clear vials containing a clear liquid that tested positive for methamphetamine in the vehicle.
A records check showed Tucker to be wanted in Arkansas for violation of parole. Tucker was jailed on the warrant as well as a new possession of 4 grams or more but less than 200 grams of a Penalty Group 1 controlled substance, according to arrest reports.
Tucker’s bond on the controlled substance charge was set at $40,000; he was held Saturday, Oct. 3, in Hopkins County jail on the Arkansas warrant, according to jail reports.
Arrest on Interstate 30
Texas Department of Public Safety troopers stopped a Dodge 1500 around 5:45 p.m. Oct. 1 on I-30 at mile marker 118 for a defective brake light. Upon contact with the 52-year-old Grand Prairie man driving, the trooper reported smelling a fresh marijuana odor emitting from the vehicle and seeing marijuana residue on the front of the driver’s clothes.

A probable cause search revealed a prescription bottle with no label containing 10 pills identified as Clonazepam in the backseat floorboard and another bottle with 2 different pills, one of which was identified as hydrocodone acetaminophen, the trooper alleged in arrest reports.
Consequently, the Grand Prairie man was arrested Oct. 1 on two Class A misdemeanor possession of less than 28 grams of a Penalty Group 3 controlled substance charges. He was released for jail Oct. 2 on $2,000 per charge, according to jail reports.
Warrant Arrest at Sheriff’s Office
Sanitago Saul Jimenez, 31, of Sulphur Springs was taken into custody at 11 a.m. Oct. 1 in the lobby at Hopkins County Sheriff’s Office by Deputy Jason Lavender on a warrant for bond forfeiture on a possession of less than one gram of a Penalty Group 1 controlled substance and booked into jail on the charge, according to arrest and jail reports.

The offense, according to arrest reports, was alleged to have occurred on June 15, 2019.
Jimenez remained in Hopkins County jail Saturday, Oct. 3. His bond on the felony charge was set at $10,000, according to jail reports.
Thursday was the second time recently that Jimenez has been booked into Hopkins County jail. He was jailed July 14 on a driving while intoxicated warrant, as well as warrants for no driver’s license and not paying a no driver’s license fine, according to jail reports.
Main Street Marijuana Arrest
A Sulphur Springs Police officer saw a 25-year-old Sulphur Springs woman driving a red Pontiac Solstice on Main Street just before 9 p.m. Oct. 1. Recognizing her as a woman he knew to have a suspended driver’s license, he conducted a traffic stop and took the woman into custody. (According to jail reports, she was previously arrested on Jan. 31 on warrants for not taking care of a failure to maintain financial responsibility charge and driving while license invalid.)

The 25-year-old Sulphur Springs woman was jailed for possession of less than 2 ounces of marijuana. A drug-free zone enhancement was added to the charge due to the proximity of the stop to a school, according to arrest reports. She was released from Hopkins County jail Friday, Oct. 2, on a $2,000 bond on the Class A misdemeanor charge, according to jail reports.

A 48-year-old Sulphur Springs man was arrested 1 day after his release from Hopkins County jail on a 10 years deferred adjudication sentence to be served on probation on a assault charge, , according to arrest reports.
Ross was arrested March 30 for the alleged assault of his wife in a Gilmer Street car wash parking lot. He was released from Hopkins County jail April 16 on a $25,000 bond on the assault charge. He was jailed again April 22 for violation of terms of bond/protective order and insufficient bond.

Ross plead guilty in district court to the assault of a family or household member with previous conviction. As part of a plea agreement Thursday, Sept. 10, Ross was sentenced to 10 years deferred adjudication, and 180 days in jail and will be required to participate in a Battering Intervention and Prevention Program. He was given credit for the time service in the county jail. He remained in custody until Oct. 1, having completed the terms of his jail sentence, and was released to community supervision.
According to arrest reports, Officer Reyna responded to a disturbance at Ross’ new residence in Sulphur Springs on Oct. 2. A records check revealed the Arkansas violation of parole warrant. Ross was jailed on the charge; he remained in custody in Hopkins County jail Monday, Oct. 5, according to jail reports. Ross, according to jail reports, is also known by the aliases Anthony Curry, Troy Curry, Timothy Ford, Anthony Munn, Terry Munn, Troy Munn, Anthny ross, Anthony Ross, Antoney Ross, Derin Ross and Timothy Tenell Ross.
Jailed For 2nd Time In Less Than A Month
A 29-year-old Sulphur Springs man was arrested Friday for the second time in less than a month.

Hopkins County Sheriff’s OfficeDeputies Justin Wilkerson and Chris Baumann were notified the wanted person likely could be found at his residence. They contacted Austin Bailey Christopher Brewer at 7:10 p.m. Oct. 2 and took him into custody on two violation of probation warrants, according to arrest reports.
Brewer was also arrested Sept. 5 for disorderly conduct for use of vulgar language, after allegedly causing a disturbance and using vulgar language at the emergency room, after being given a ride there by police. He requested to leave, continued shouting and caused unnecessary noise outside the building and was taken into custody at 7:54 p.m., Sulphur Springs police alleged in the Sept. 5 misdemeanor arrest report.

Sulphur Springs Police Sgt. Brandon Mayes reported locating 24-year-old Christopher Evans of Irving at 3:12 p.m. Sunday, Oct. 4, at a South Broadway Street business and took him into custody on a warrant for violation of parole-burglary of a habitation, according to arrest reports.
Evans remained in Hopkins County jail on the state warrant Monday, according to jail reports.

At least 36 indictments were signed during the September Grand Jury session in Hopkins County, pushing those cases forward for prosecution. At least 24 people were named in the charges, which ranged from burglary, theft, controlled substance and marijuana offenses to sexual abuse, evading arrest and assault offense. At least eight people were named in two or more indictments, according to records released by the District Clerk’s Office.

Kenneth Charles Smith was indicted for continuous sexual abuse of a child. He has remained in custody at Hopkins County jail since his arrest Sept. 4, 2019, after a 15-year-old who does not reside in Sulphur Springs reportedly made an outcry and Sulphur Springs police were contacted. The teen alleged she was sexually molested at a Sulphur Springs address when she was 11 years old, police investigators reported following Smith’s arrest on the charge.

Jonathan Jones Carlock. 37, of DeSoto was indicted for possession of less than 1 gram of a Penalty Group 2 controlled substance. He’s remained in Hopkins County jail since his arrest June 15, 2020. He was a passenger in a vehicle stopped on Interstate 30 for a traffic violation. Deputies reported finding three small brown vials containing a liquid substance known as PCP inside a white plastic bag in the passenger side door compartment. He reportedly claimed the substance and was arrested, according to the June arrest reports.

Dakota Paul Carroll, 23, of Greenville was indicted for burglary of a habitation and theft of a firearm. The offenses are alleged to have occurred on June 17, according to arrest reports. He was arrested in New York and held in Onondaga County jail in Syracuse, New York on the Hopkins County warrants in July. Deputies flew to New York and transported Carroll to Hopkins County jail on March 30. He was released from custody on Aug. 1 on a $20,000 bond on the burglary charge and a $5,000 bond on the theft charge, according to jail reports.
Christopher Levell Cooksey
Christopher Levell Cooksey, 28, of Texarkana was indicted for unauthorized use of a vehicle. He was arrested on June 19, after being stopped on Interstate 30 in a vehicle that’d been reported to Texarkana Arkansas Police Department as stolen. Cooksey, at the time of his arrest, told sheriff’s deputies he was returning the vehicle back to it’s owner. Texarkana Police, however, advised local authorities the owner of the vehicle had reported it was taken by force one day prior, deputies alleged in arrest reports.
Cateria Shantarika Mitchell, Julie May Cooper
Julie May Cooper, 30, of Arlington and Cateria Shanta Mitchell, were both indicted for unauthorized use of a vehicle. Cooper was also indicted for fraudulent use or possession of identifying information, and Mitchell for evading arrest or detention with a vehicle. Both women have remained in Hopkins County jail since June 23, following a four county vehicle pursuit of a stolen BMW that concluded with the stolen vehicle crashing into a fence in Camp County the night before, deputies alleged in arrest reports. Cooper also allegedly had more than 5 items of identifying information when arrested. Mitchell was charge with evading arrest with the vehicle, according to arrest reports.
Shaina Cheyenne Fields
Shaina Cheyanne Fields was indicted for possession of less than 1 gram of a Penalty Group 1 controlled substance. She has been in jail since her arrest June 20 that charge as well as a violation of parole warrant.
Qieshon Odell Flecker and Keaton Pierce Wilkerson
Qieshon Odell Flecker and Keaton Pierce Wilkerson were indicted for unauthorized use of a vehicle, stemming from the same incident. Wilkerson was also indicted on an evading arrest or detention with a vehicle charge. The pair was accused on May 7 of a brief pursuit from College Street at Helm Lane onto the downtown square, where the vehicle crashed into a light pole, low brick wall and hedges at the College Street-Oak Avenue intersection. Wilkerson also allegedly attempted to run from officer on foot, but was taken to the ground, police reports alleged following the pair’s arrest. The vehicle was reportedly stolen from a Sulphur Springs residence early Sept. 7.
Demondre Deshawn Holiness
Demondre Deshawn Holiness, 23, of Dallas was indicted for unauthorized use of a vehicle, evading arrest or detention with a vehicle and unlawful possession of a firearm by a felon. He has remained in Hopkins County jail since his arrest June 29, following a vehicle pursuit.
Holiness had allegedly been driving a stolen BMW when an officer attempted to stop him I-30 near Cumby. He was accused of nearly striking a deputy in his effort to avoid striking spike sticks near the 117 mile marker. Holiness ended up on the south service road and took Business Highway 67 east, according to deputies. The vehicle was reportedly recovered in the 1200 block of Kendal Lane after citizens contacted dispatchers about it. Holiness allegedly exited the car on foot and was identified by witnesses as the driver of the stolen vehicle. The 23-year-old Dallas man’s cell phone was also allegedly still connected to the stolen vehicle’s Bluetooth radio system, further linking him to the vehicle, officers noted in the June reports.
Curtis Wayne Knighten
Indicted for possession of less than 1 gram of a Penalty Group 1 controlled substance was Curtis Wayne Knighten. The 38-year-old Missouri man was arrested Dec. 31, 2019, in Hopkins County after troopers located suspected methamphetamine in the truck he was driving on New Year’s Eve, the DPS officers alleged in arrest reports.
Tyler Gerard Maloney
Tyler Gerald Maloney was indicted in September for theft of a firearm. The Sulphur Springs man was arrested May 19 on the charge. Hopkins County Sheriff’s officers received information pointing Maloney as the suspect in a firearm theft from a residential property in that area, Hopkins County Sheriff’s Investigator Wade Sheets reported following Maloney’s arrest. Based on evidence gathered, investigators sought and obtained a warrant for Maloney’s arrest, according to sheriff’s reports.
Bryer Ray Parnell
Bryer Ray Parnell also wa indicted for theft of a firearm. Parnell was arrested his Como residence May 20 on a felony warrant for theft of firearm. The offense is alleged to have occurred on April 6, according to arrest reports.
Kristofferson McKinney
Kristofferson McKinney was indicted for theft of property valued at less than $2,500 with 2 or more previous convictions. He was arrested May 29, after allegedly passing all points of sale and leaving Walmart with over $200 worth of merchandise he had not paid for. When police attempted to contact the man, he took off running, but was soon caught and jailed on the charge, police alleged in arrest reports.
Pedro Antonio Fuentes Reyes
Indicted for possession of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance was Pedro Antonio Fuentes Reyes. The 37-year-old California man was stopped Jan. 9 on Interstate 30 by troopers; 1.5 grams of suspected methamphetamine was found in his backpack, DPS alleged in arrest reports.
Autumn Rose Rodgers
Autumn Rose Rodgers was indicted for possession of 4 grams or more but less than 200 grams of a Penalty Group 1 controlled substance. Deputies reported finding Rodgers in a vehicle parked at 1 a.m. April 17 on FM 69 south in Como. Rodgers appeared to be asleep. Deputies took her into custody after allegedly finding alcohol, drug paraphernalia and a small amount of a green, leafy substance suspected to be marijuana in the SUV.
Upon arrival at the county jail, Rodgers reportedly was non-compliant with corrections officers and was placed into a V-cell. While being booked into the cell, Rodgers was allegedly found in possession of an additional small amount of marijuana as well as a clear baggy containing small pills that tested positive for MDMA (Ecstasy) and weighed 7.12 grams, officers noted in arrest reports.
Jessica Lee Smith
Jessica Lee Smith, 31, was indicted for possession of possession of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance. She has two recent prior arrests, one on May 7 and another on June 15, according to jail and arrest reports.
Elzie Antwain Sneed
Elzie Antwain Sneed was indicted on one count of manufacture or delivery of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance; 2 counts of manufacture or delivery of 4 grams or more but less than 200 grams of a Penalty Group 1 controlled substance, and one county of possession of 1 less than one gram of a Penalty Group 1 controlled substance in a drug-free zone.
SCU investigators reported purchasing large quantities of suspected methamphetamine from 33-year-old Elzie Antwain Sneed of Sulphur Springs. The buys occurred on several occasions during their investigation. The SCU officers then obtained two first-degree felony warrants for Sneed’s arrested for manufacture or delivery of 4 grams or more but less than 200 grams of a Penalty Group 1 controlled substance and one second-degree felony warrant for manufacture or delivery of 1 gram or more but less than 4 grams of a Penalty Group 1 controlled substance. Sneed’s vehicle was stopped on July 1 and Sneed was taken into custody, according to SCU reports. The SCU officers alleged seeing MDMA (known commonly as Ecstasy) in plain view in the front passenger’s seat. The substance field-tested positive for MDMA, resulting in the additional possession charge, according to arrest reports.
Garrett Chase Spigner
Indicted for assault of a family or household member that impeded breathing was Garrett Chase Spigner. The 35-year-old Pickton man was arrested on June 23 at his residence. The offense, according to arrest reports, is alleged to have occurred on June 11 at his residence. He was released from jail June 28 on a $10,000 bond, according to jail reports.
Joshua Ahkeem Stevenson was indicted on an evading arrest or detention with a vehicle and an unauthorized use of a vehicle charges. The 20-year-old Olive Branch, Mississippi man was arrested on both charges June 5, after a 10-mile pursuit along I-30 from the Cumby area to a Sulphur Springs convenience store. The pursuit allegedly began when the Cumby Police chief attempted a traffic stop. The vehicle was reported stolen in Tennessee, officers alleged in arrest reports.

Russell Lynn Crayton — unlawful possession of a firearm by a felon;
Anthony Omal Dixon — evading arrest or detention with a vehicle;
Lisa Marie Escamilla — possession of 400 grams or more of a Penalty Group 1 controlled substance and possession of 5 pounds or more but less than 2,000 pounds of marijuana;
Lacy Renee Steele — theft of less than $2,500 worth of property with 2 or more previous convictions; and
Kevin Dwayne Turner — possession of less than 1 gram of a Penalty Group 1 controlled substance.
8th Judicial District Courtroom, located on Rosemont Street in Sulphur Springs, Texas
A 33-year-old Salado Bell man was jailed for stealing a car from a Church Street gas station Thursday afternoon. After a short pursuit, a police canine found him hiding under wood and building materials in the 200 block of Houston Street, according to arrest reports.

A woman around 3:10 a.m. Oct. 8 reported her Nissan Sentra stolen from the gas pumps in the 1200 block of Church Street, where she left it parked at the gas pumps with her keys and phone among her personal personal items left in the car. She told police she had, u no idea who took her car.
The ca owners, using a phone a cell phone app, tracked the car to the area of Cottonwood Street and Houston Street. Sulphur Springs Police Lt. Pat Leber found the car parked next to a residence in the 100 block of Cottonwood Street. He pulled in behind the stolen vehicle and got out to see if anyone was inside.
Leber reported seeing Tony Lynn McPherson Jr. exit the driver’s seat of the car. As he approached, Leber instructed McPherson to stop and talk with him. McPherson allegedly ignored Leber and began walking away. Leber told McPherson to stop, but McPherson took off running, the police officer alleged in arrest reports.
After a short foot pursuit, Leber reported temporarily losing sight of McPherson. Hopkins County sheriff’s officers arrived to assist, including a deputy with a police canine. A short time later, the K-9 located McPherson, who was hiding under wood and building materials behind a shop in the 200 block of Houston Street. McPherson reportedly sustained bite wounds from the police dog. EMS was requested.
McPherson then was placed into custody at 3:44 p.m. Oct. 8 for unauthorized use of a vehicle and evading arrest or detention with a previous conviction. McPherson allegedly admitted he stolen the car in an effort to get away from this area, and claimed he wouldn’t have run if he knew officer had a canine, Leber noted in arrest reports.
McPherson was transported by EMS to the emergency room, treated and cleared by medical staff then released to officers. He was jailed on both charges. He remained in Hopkins County jail Friday morning, Oct. 9, according to jail reports.

The Hopkins County jury was still deliberating at 10:40 a.m. Oct. 9 in the aggravated sexual assault trial of Denzel Dredon Jackson.

The jury panel was selected Monday, opening statements from attorneys were heard Tuesday morning, then prosecutors called witnesses the next few days. On Thursday morning, defense attorney Gabriel Ogueri began presenting calling defense witnesses. Jackson testified Thursday.
The jury received the charge and heard closing arguments Thursday afternoon. The jury left the courtroom to begin deliberations before 5 p.m. They remained in the designated jury room at Hopkins County Civic Center until after 8 p.m. Oct. 8, then returned Friday morning to continue deliberations in the case.
The jurors Thursday evening asked for a section of testimony and two exhibits to review. On Friday morning, the courtroom was cleared except for the jury and court personnel while the jury reviewed recordings presented as evidence earlier in the trial.
The trial of Denzel Dredon Jackson concluded shortly after 7 p.m. Friday with Jackson being sentenced by a Hopkins County jury to 5 1/2 years in prison.

After deliberating for approximately 9 hours of Thursday evening and Friday morning, the jury just before lunch Friday found the 29-year-old guilty of the aggravated sexual assault of his girlfriend of 6 years, who is also the mother of 2 of his children, on or about May 24, 2019. A belt and box cutter were allegedly involved in the offense.
He was arrested on June 28, 2019 on a felony warrant and has remained in Hopkins County jail ever since, according to jail reports.
Jackson has no prior felony conviction, so the jury had the option of sentencing him to a term on probation or up to 99 years or life in prison on the first-degree felony conviction. After approximately 4 hours of deliberation, the jury sentenced Jackson to 5 1/2 years in prison for the aggravated sexual assault.
From jury selection through the guilty verdict was conducted in Hopkins County Civic Center to provide ample social distancing. The trial moved to the second floor courtroom at Hopkins County Courthouse Friday afternoon to conclude the sentencing phase of the trial, due to a prior booking of the Civic Center facility for the weekend.
A man reportedly sustained a head injury during an aggravated assault reported on Main Street Monday night, according to police reports.
Around 9 p.m. Oct. 12, a man reported opening a door in the 2000 block of Main Street to a female who knocked. Two males, one wearing a mask, were alleged to have stepped up and assaulted the male, striking him with what was through to be a handgun on the back of the head, Sulphur Springs Police investigators reported Tuesday morning.
The injured man was transported to the hospital to be treated for the head injury, then later released, according to police.

Local officers made 6 DWI arrests in six days, including 2 on Saturday and two involving wreck, and arrested a 36-year-old for violating probation on a felony DWI charge, according to arrest reports.
East Shannon Road Crash
Included among the individuals named in the DWI arrests was a 38-year-old Sulphur Springs man reported to have crashed a Lexis at 11:10 p.m. Friday night on East Shannon Road.
Upon arrival, officers contacted the man, on whom they reported smelling a strong alcoholic beverage odor. The man also was alleged to have slurred speech, glassy eyes and to have been unsteady on his feet.

When police attempted to administer standard field sobriety tests, the man allegedly refused to attempt them. He was taken into custody by Sulphur Springs Police for further investigation of DWI; the car was impounded, according to arrest reports.
The 28-year-old allegedly refused to submit to breath or blood tests, resulting in police seeking and obtaining a blood search warrant requiring the draw. The warrant was executed and the man was booked into Hopkins County jail on a Class A misdemeanor charge of DWI with previous conviction, according to arrest reports.
He was released from Hopkins County jail later Saturday, Sept. 17, on a $2,000 bond on the DWI-second offense charge, according to jail reports.
State Highway 11 West Arrest
Hopkins County Sheriff’s Office deputies stopped to check out a Dodge Ram pickup left running in a driveway a State Highway 11 west driveway at 2:25 a.m. Oct. 17. The passenger side tires and rims of the truck appeared to the deputies to be damaged.
Upon approach, a deputy reported seeing a man asleep in the driver’s seat and an odor of alcohol emitted from the pickup. Upon awakening, the man appeared disoriented and confused as to where he was, claiming he had pulled over to take a nap.

The man was asked to step out of the truck to be arrested for public intoxication. He stepped out and allegedly admitted to having a pistol in the truck. As he stepped out, he was unsteady on his feet. When asked to perform standard field sobriety tests, the 25-year-old rural Sulphur Springs resident admitted he’d consumed alcoholic beverages and wouldn’t be able to pass, deputies alleged in arrest reports.
The man agreed to allow a blood sample to be drawn testing, then was transported to jail, where he was arrested for driving while intoxicated and unlawful carrying of a weapon, according to arrest reports. He was released from jail later Saturday on a $1,000 bond on the DWI charge and a $2,000 bond on the weapon charge, according to jail reports.
Jail records show Saturday wasn’t the first time he’s been jailed in Hopkins County on intoxication and weapons charges.
He was jailed Jan. 10, 2016 for unlawful carrying of a weapon and DWI with an open container, and Feb. 9, 2020 for public intoxication, according to jail reports.
FM 1537 Crash
A sheriff’s deputy responding to a report of a traffic crash on FM 1537, east of County Road 3505, found what appeared to be an overturned Toyota Camry in the ditch on the south side of FM 1537 at 3:09 a.m. Oct. 16. Upon approach, the airbags in the car appeared to be deployed, according to arrest reports.
Upon contact with the driver, the deputy alleged he could smell an alcohol odor on the woman. The 30-year-old Sulphur Springs woman complained of chest pains, so she was transported by EMS to the hospital for treatment.
HCSO vehicle
The deputy contacted the woman at the hospital; she displayed 6 clues of intoxication on horizontal gaze nystagmus tests. Due to her complaints of major chest pain she was unable to perform standard field sobriety tests, the deputy noted in arrest reports.
She allegedly refused to submit to a blood draw for analysis so the deputy sought and obtained a blood search warrant requiring the blood draw. The sample was taken. After she was discharged for the hospital, she was transported to Hopkins County jail and booked for DWI, according to arrest reports.
She was released from Hopkins County jail Saturday on a $1,000 bond on the misdemeanor DWI charge, according to jail reports.
Interstate 30 East Traffic Stop
A Department of Public Safety trooper reported seeing a Chevrolet Malibu traveling at 98 miles per hour on Interstate 30. The trooper caught up to the eastbound car at mile marker 141 around 11:50 p.m. Oct. 15; it was reportedly being driven erratically, swerving all over the road and had sped up to 112 miles per hour in a 75 mph speed zone. The car was reportedly slowed, almost stopping in the middle of I-30 before eventually moving onto the shoulder and stopping.
Texas Department of Public Safety highway patrol vehicle
Upon contact, the highway patrol trooper reported seeing a large open glass bottle of Patron Silver directly behind the driver’s seat. The driver, a 24-year-old Mount Pleasant man, was reported to have red, glassy eyes, and slurred speech. Alcohol emitted from the driver, according to arrest reports. The driver allegedly exhibited numerous clues of intoxication during standard field sobriety testing. He tested 0.149 on a portable breath test, well over the 0.08 legal limit, the trooper alleged in arrest reports.
Consequently, the Mount Pleasant man was arrested for DWI-open container. He refused to provide a blood sample for analysis, so the trooper obtained a search warrant requiring one. The sample was taken at the hospital, and the man was taken to jail, according to arrest reports. He was released from Hopkins County jail at 3:25 a.m. Oct. 16 and released later Oct. 16 on a $1,000 bond, according to jail reports.
I-30 West Traffic Stop
A 33-year-old Douglassville man was arrested for DWI with open container at 9:19 p.m. Oct. 14 on I-30 west near mile post 137.
A DPS trooper spotted a Toyota Tacoma traveling 98 miles per hour in a 75 mph speed zone. Before he could catch up to the truck to initiate a traffic stop, the trooper alleged seeing the truck erratically changed lanes, swerving out o its lane and almost side sideswipe an 18-wheeler as it passed the truck-trailer rig. The pickup was also alleged to be traveling too close to other traffic, almost running into the back of another 18-wheeler. When the trooper turned on his patrol vehicle’s emergency light, the car was immediately pulled off the road into the grass next to the shoulder, according to DPS reports.
DPS
The trooper alleged smelling an alcohol odor on driver, who he claimed spoke with slow, heavily slurred speech and had red, glazed eyes. An cold, open can of Busch beer was visible in the cup holder. The man, upon exiting the vehicle appeared to the trooper to be slow and unsteady on his feet. The man was unable to complete standard field sobriety tests. The Douglassville man reportedly flopped onto the ground and began convulsing and screaming that he was having a panic attack and “couldn’t do this.”
The trooper reported controlling the man on the ground and got him calmed down. Believing based on previous testing and observing that the man was intoxicated, the trooper determined it would be unsafe for the man to try to continue testing, the DPS officer noted in arrest reports.
He was advised he was under arrest. EMS arrived to evaluate the man and determined he was fit for jail, according to arrest reports. The man reportedly agreed to a blood sample for analysis. A blood specimen was taken by the EMS on scene, packaged and the nan was jailed around midnight or DWI-open container, the trooper noted in arrest reports.
The 32-yea-rold was released from Hopkins county jail later Oct. 15 on a $1,000 bond on the charge, according to jail reports.
Airport Road Traffic Stop
A 31-year-old Sulphur Springs man was arrested at 2:44 a.m. Oct. 13 on Airport Road at Church Street for driving while intoxicated. A deputy reported stopping him for failure to signal 100 feet prior to a turn.

A records check showed the driver to have an active Hopkins County warrant for DWI. The Sulphur Springs man was taken into custody and jailed on the warrant; the Ford Taurus he was driving was impounded, according to arrest reports.
He was released from Hopkins County jail later Oct. 13 on a $1,000 bond on the Class B misdemeanor DWI charge, according to jail reports.

Matthew William West, 36, of Sulphur Springs turned himself in on a felony warrant at the Hopkins County Sheriff’s Office lobby at 6:41 p.m. Monday, Oct. 12.

The 4th complaint in 2 days resulted in a 33-year-old woman being arrested for her disorderly behavior Thursday morning, according to arrest reports.
Sulphur Springs Police officer reported being called to a Fuller Street address at 10:44 a.m. Oct. 22, 2020, marking the fourth time in two days officers were requested at the location for various reasons. While en route, a patrol officer spoke with the complainant via phone. She claimed a woman was outside an apartment threatening to assault her and another female.
Upon arrival, officers observed the Princeton woman using profane language in the front parking lot of the apartment complex. A bystander in the parking lot told a detective she was offended by the language. Consequently, the 33-year-old Princeton woman was jailed for her disorderly behavior.
The Princeton woman remained in Hopkins County jail on the Class C misdemeanor disorderly conduct charge Friday morning, Oct. 23, 2020.

Heroin, pills and marijuana were found during a warrant arrest Friday evening on North Jackson Street, according to arrest reports. Another Sulphur Springs man was also jailed Oct. 23 on an order revoking bond, according to arrest reports.
Jackson Street Arrest
Aware Joshua Lewis White had warrant for his arrest for violation of parole and a possible location for him, Sulphur Springs PoliceOfficer Sean Hoffman went to the North Jackson Street location around 5 p.m. Oct. 23. A car door was seen quickly closing as he approached the residence. Hoffman said when he asked, the man in the back seat was identified as the wanted man. White was taken into custody at 5:18 p.m. Friday on the warrant for violation of parole-indecency with a child by sexual contact, according to arrest reports.

When asked if he had anything illegal on him, the 32-year-old Sulphur Springs man allegedly admitted to having a bag of contraband in his crotch area. A black bag containing heroin, pills, marijuana and a needle was removed. Consequently, White was also charged with possession of less than 1 gram of a Penalty Group 1 controlled substance.
White remained in jail Saturday morning, Oct. 24, on both charges. The arrest was the second time he’s been jailed in Hopkins County in the last 3 months on a controlled substance charge, according to jail reports. White was jailed July 30, 2020, for possession of less than 1 gram of a Penalty Group 1 controlled substance; he was released Aug. 3 on a $5,000 bond, jail reports show.
Jail reports show White was arrested on Nov. 16, 2007 on an indecency with a child by sexual contact charge; then on Feb. 24, 2010 for violation of probation on an indecency with a child charge. White was jailed July 16 after being sentenced to 8-year and 12-year prison sentences for sex offender failure in duty to register, according to jail reports.
Pickton Arrest
Hopkins County Sheriff’s OfficeSgt. Scott Davis, aware of the warrant for Kendall Charles Frazier’s arrest, located the 25-year-old Sulphur Springs man at 6:52 p.m. Oct. 23 at his place of residence in Pickton.

Davis took Frazier into custody and transported him to jail on the order revoking his bond on manufacture or delivery of a Penalty Group 1 controlled substance charge, according to arrest reports. Frazier remained in Hopkins County jail Saturday morning, Oct. 24, on the charge, according to jail reports.
The arrest was the second time in 2 months Frazier has been arrested on a warrant. He was also jailed Sept. 15 for cruelty to livestock animal-neglect; he was released from jail the next day on a $2,000 bond, according to jail reports.

An early morning disturbance complaint resulted in 2 intoxication arrests, according to arrest reports.
Sulphur Springs Police officers were dispatched at 1:50 a.m. Saturday, Oct. 24, to Cranford Street at Robertson Street to a disturbance in which a male was alleged to be holding a female on the ground.
Upon arrival, officers contacted a man and woman and detained both. Police determined no assault was or had occurred.
However, police alleged a strong odor of an alcoholic beverage could be detected on the breath of each. Both also were alleged by police in arrest reports to be unstable on their feet, had bloodshot eyes and displayed slurred speech.
Another person at the Cranford Street residence, where the pair lives, confirmed both had been drinking liquor, according to police reports.
The 21-year-old Sulphur Springs man and 24-year-old Sulphur Springs woman were both taken into custody and jailed on a public intoxication charge. Both remained in Hopkins County jail late Saturday morning, Oct. 24, according to jail reports.

CARES funding to help qualifying small businesses has finally come through. The checks for $2,500 were being distributed Tuesday, Oct. 27, 2020 by the City of Sulphur Springs to 28 qualifying small businesses impacted by COVID-19 pandemic.
This City of Sulphur Springs COVID-19 Small Business Assistance Program is made possible by the CARES Act-Coronavirus Relief Fund. The funding is passed through to the city from the state of Texas. The application process for the program was opened by the city in July, contingent on approval of Texas Department of Emergency Management. The city is to use a portion of the $890,945 in CARES funding to help eligible local businesses.
The City of Sulphur Springs had planned for up to 88 grants for Sulphur Springs small businesses that meet the established criteria. The city received 37 applications and was able to approve 28 small businesses in Sulphur Springs to receive $2,500 each. Nine of the applicants could not be approved by the Small Business Assistance Program Committee because they did not meet program requirements, according to the city finance director.
The checks were made out Monday, and approved applicants were notified Monday and Tuesday their $2,500 checks are available.
The businesses, as part of the program, are required to sign a 380 agreement which stipulates the small business must continue to be still be owned by the applicant and remain open for the next 90 days.

“We were glad to be able to do this with the CARES funding we were eligible for,” Sulphur Springs Finance Director Lesa Smith said. As long as they stay open for 90 days, I think they can do with the funds however they need to do to recover from the pandemic.”
The $890,945 in CARES funding the city is eligible for must be requires 75 percent to be reimbursable expenditures related to public health, medical expenses or payroll expenses; and 25 percent of expenditures may be used to provide economic support.
City staff also applied for and was approved for a $645,088 public safety reimbursement for police and fire department salary expenses for April and May related to COVID-19 and $22,795 for public health purposes such as personal protective equipment, hand sanitizer and disinfectant. Another $31,9000 in CARES funding was designated to Sulphur Springs school district as part of a technology funding match to help the school district purchase iPads and hotspots.
Potential use of the approximately $120,000 remaining in eligible CARES funding, within the scope allowed, will be up to to Sulphur Springs City Council. Sulphur Springs City Council is scheduled to meet next at 7 p.m. on Election Day, November 3, 2020.
